This is my final go at this. I can't figure it out. Paul I need your help buddy. Here we go:

Solenoid energized (KOER) seeing 0v on the ground side and 0v on the control side. This is a power side switched circuit.
One of the wires should have shown me 12 volts. And it did not. Don't know why.

Secondly, performed bypass test on the egr solenoid, and nothing, no change of state, no clicking of any kind. By the way this is my 3rd EGR valve.

Third, KOER= 5 full volts on the ref wire.

Fourth, Performed testing of the computer driver, as per the book, test light to ground, connector unplugged, test light FAILED to light. (KOER TEST) on the control wire (dark blue/violet).

Fifth, signal and and 5v ref reading almost the same amount of voltage. By reading 5 volts on the ref wire, isn't that telling me that the computer is good?

Thanks Paul and fellow techs, my last go for this junk minivan that's kicking my ???

So am I chief. I’m not a mechanic. I’m just a person that love cars and diagnostics. Plus right now a scanner with bidirectional control is a little out of my budget. Working on a though.

I see that you don't have a scanner with bidirecitonal control, so how did you get the solenoid to energize?

Hate to sound like a broken record here, but I still don't think you're dealing with a solenoid control issue. P0406 points directly to the potentiometer circuit. High voltage means an open potentiometer ground, open potentiometer or open in the signal wire.

Fifth, signal and and 5v ref reading almost the same amount of voltage. By reading 5 volts on the ref wire, isn't that telling me that the computer is good?

Was this reading taken with the solenoid plugged in or unplugged?
